Government Evaluation of Higher Education in China and Its Paths for Optimization

Abstract:Government evaluation is a governance mechanism emerging from the management system of higher education in China.It is an important means to coordinate the relationship between the government's macro-management and the autonomous operation of colleges and universities with three major characteristics:authority,decentralization,and incentive.As a kind of value judgment activity,government evaluation inevitably involves complex value contradiction relationships,specifically manifested as the relationship between external evaluation and internal evaluation,government behavior and the professionalism of evaluation,dispersion and integration,and short-term performance evaluation and long-term development effectiveness.To fully perform the function of government evaluation,it is necessary to strengthen evaluation legislation as well as establish and improve government evaluation norms;develop and construct a comprehensive evaluation system to effectively enhance the efficiency of government evaluation;empower government evaluation with AI and construct a monitoring system for the operation and development status of colleges and universities;and,finally,improve the application of government policy tools and enhance the promoting role of evaluation in the high-quality development of colleges and universities.
