Exploring the “Integrated Selection-Cultivation” Model for Top Innovative Talent: An Analysis of the Experience of UK Research Universities

Abstract:Selection and cultivation are two essential components of higher education and should be advanced in an integrated and coordinated manner. However, in China, the cultivation of top innovative talent is often promoted through a top-down approach,with the college entrance examination(Gaokao) failing to fully realize its educational function, resulting in a disconnection between“selection”and“cultivation.”In the United Kingdom, research universities emphasize“excellence”by focusing on standardized selection and specialized training, highlighting students' outstanding exam performance and comprehensive disciplinary knowledge.At the same time, they promote“innovation”through individualized admissions and personalized teaching, enabling faculty to identify and guide students' academic interests and critical thinking. Yet, the increasing commodification and utilitarian orientation of these practices constrain their long-term sustainability. Drawing on the UK experience, China should cultivate innovation from the basic education stage, reform Gaokao content to strengthen its educational role, promote diversified admission and evaluation mechanisms that enhance the role of universities and mentors in selection, optimize training systems to encourage reflective learning and self-development, and balance national strategic needs with individual growth to achieve the holistic development of top innovative talent.
